Okpebholo Deploys Three-Tier Strategy to Accelerate Road Development in Edo

Road infrastructure remains one of the most essential responsibilities of government, particularly in developing economies where road networks support commerce, mobility and social interaction.

In Edo State, Governor Monday Okpebholo has adopted a structured and multi-layered approach to tackle road infrastructure challenges across the state. From Edo South to Edo Central and Edo North, the administration’s focus on road construction and rehabilitation is increasingly evident.

Rather than depending on a single strategy, the governor has implemented what observers describe as a three-tier model aimed at improving road infrastructure across the state.

The model centres on empowering local government councils to address grassroots road needs, establishing a rapid response mechanism for road maintenance and emergency repairs, and engaging reputable construction firms to execute large-scale infrastructure projects.

Together, these measures are designed to ensure that construction, rehabilitation and maintenance activities occur simultaneously across various levels of Edo State’s transportation network.

Road infrastructure is widely regarded as a key driver of economic development. Functional roads link rural communities to urban centres, enable farmers to transport agricultural produce to markets and support commercial and industrial activities.

In Edo State, years of neglect had left several roads in poor condition, limiting economic productivity and creating mobility challenges for residents.

To address these challenges, the Okpebholo administration has placed infrastructure development at the centre of its governance agenda. Within a relatively short period, the state government has initiated multiple road projects covering key urban routes, inter-community corridors and major transportation links.

These projects are aimed at improving mobility, opening up communities and stimulating economic activities across the state.

Recognising the scale of the infrastructure deficit, the administration has adopted a broader strategy that extends beyond conventional government contracting.

A key component of this strategy is the empowerment of local government councils to play a more active role in grassroots road development.

Many rural and community roads fall within the jurisdiction of local authorities. However, local governments have historically lacked the equipment and resources required to maintain such roads effectively.

To bridge this gap, the state government recently distributed 54 pieces of construction equipment to the 18 local government councils across Edo State. The equipment enables councils to carry out grading, rehabilitation and maintenance of roads within their communities.

With access to these machines, council administrations are now better equipped to respond to local infrastructure needs, open up rural areas and maintain community roads without waiting for intervention from the state government.

The initiative also strengthens decentralisation in infrastructure development, allowing residents to engage directly with their local councils on road-related concerns affecting their communities.

By bringing road maintenance closer to the grassroots, the government aims to ensure that smaller community roads receive timely attention.

Another pillar of the administration’s infrastructure plan is the establishment of a rapid response road maintenance system within the state’s Edo State Ministry of Works.

Among the early administrative decisions of Governor Okpebholo was the restructuring of ministries, departments and agencies in the state.

As part of this process, the Ministry of Works was restored, reversing the previous administration’s decision to merge it with the Ministry of Roads and Bridges. The move strengthened the government’s institutional capacity to focus on road construction and maintenance across the state.

To further enhance this capacity, the government procured both light and heavy-duty equipment for the ministry to support maintenance operations and emergency repairs.

This equipment allows maintenance teams to quickly respond when roads develop potholes, erosion problems or drainage failures, particularly during the rainy season.

The strategy reflects a preventive approach to infrastructure management, where roads are maintained consistently rather than waiting for severe deterioration before intervention.

Early response to road failures helps extend the lifespan of infrastructure while reducing disruptions for commuters and businesses.

The third component of the governor’s strategy involves engaging reputable construction firms to handle large-scale and technically demanding road projects.

Several strategic projects are currently being executed by established engineering companies.

China Civil Engineering Construction Corporation is handling the Ikpoba Hill Flyover project as well as erosion control works around the Ramat Parkaxis in Benin City. The project is expected to ease traffic congestion and address environmental concerns in the area.

BRASS Engineering and Construction Nigeria Limited is responsible for the construction of Ogheghe Road off Sapele Road and the Sapele Road bypass in Benin City, projects expected to significantly improve connectivity within the city.

Place of Peace Investment Limited is executing the 1.4-kilometre Charismatic Church Road off Ekenhuan Road, improving accessibility for residents and businesses in the area.

Similarly, Rawtech Nigeria Limited is handling the Old Sapele Road project linking the Agip, Ohogbohi and Ogheghe communities, an important corridor within the expanding Benin urban area.

Meanwhile, Heartland Nigeria Limited is executing two major projects — the 12.6-kilometre Temboga–Ekiuwa–University of Benin Road (Temboga Road Extension) and Oba Irediauwa Road off Upper Mission Road in Benin City.

The Benin Technical Road Project is being handled by NAFRO Nigeria Limited, contributing to improved infrastructure around educational and residential districts.

Beyond Benin City, the administration has also commenced major projects across other parts of the state, including the Ekpoma–Irrua–Udomi–Ubiaja dualisation, the construction of UNEWA Road in Uromi, and the Illeh–Uko Road.

In addition, the state government has maintained a cooperative relationship with the Federal Government of Nigeria, enabling Edo State to reconstruct some federal roads within its territory.

One notable example is the ongoing reconstruction of Sapele Road in Benin City, where work is progressing steadily and some sections are already nearing completion.

This collaborative approach helps ensure that major roads used by Edo residents are not left unattended due to jurisdictional limitations.

A key feature of Governor Okpebholo’s infrastructure policy is strict supervision and accountability in project execution.

The governor has repeatedly emphasised that contractors must deliver projects according to agreed timelines and quality standards. Regular inspection visits to project sites are conducted to ensure contractors remain committed to their responsibilities.

The administration has also made it clear that substandard work or unnecessary delays will not be tolerated.

Improved road infrastructure delivers benefits that extend far beyond transportation.

Better roads enhance access to markets for farmers, reduce travel time for commuters and support the growth of businesses across the state. Students, healthcare providers and emergency services also benefit from improved connectivity.

Communities that were previously difficult to access are gradually being opened up, creating new economic opportunities and improving the quality of life for residents.

Through the empowerment of local government councils, the strengthening of rapid maintenance mechanisms and the engagement of reputable construction firms for major projects, the Okpebholo administration is pursuing a comprehensive approach to road infrastructure development.

If sustained, this multi-layered strategy could significantly transform Edo State’s road network and support long-term economic growth.
