An energy expert and Lead Consultant to the Nigeria Governors Forum, Odion Omonfoman, has called on Edo State Governor, Monday Okpebholo, to urgently establish the Edo State Electricity Regulatory Commission (ESERC) to address the persistent monopoly in the state’s power sector.
Omonfoman expressed concern over the dominance of the Benin Electricity Distribution Company (BEDC) and its inability to deliver reliable electricity to residents, stressing the need for immediate regulatory intervention.
He noted that the legal backing for the commission is already in place, citing the Edo State Electricity Law 2025, which empowers ESERC to oversee all segments of the electricity value chain, including generation, transmission, and distribution within the state.
He also pointed out that the Nigerian Electricity Regulatory Commission has granted approval for the transfer of regulatory authority to the state.
“Edo State has the law; Edo State has the federal clearance. What is outstanding is to institute the ESERC —the “engine room” to bring the Edo State Electricity market to life”, Omonfoman said.
Highlighting the need to dismantle monopoly structures, the expert stated that one of the major concerns of electricity consumers is the lack of alternative service providers.
He explained that before the enactment of the Electricity Act 2023, distribution companies such as BEDC operated as monopolies within designated areas, limiting competition and efficiency.
According to him, the absence of competition has led to poor service delivery, with operators having little incentive to improve supply.
Omonfoman further lamented that unreliable electricity has continued to hinder industrial growth and economic development in Edo State.
He added that recent protests by residents, including those at Ring Road which the governor joined in solidarity, reflect widespread frustration over the current power situation.
“While the Governor’s solidarity with protesters against the Benin Electricity Distribution Company (BEDC) is commendable, political empathy must now transition into firm policy and regulatory action”, he said.
According to him, the path to breaking the BEDC monopoly and lighting up Edo State lie in the immediate and effective constitution of ESERC.
